Background of the Study :
Public–private partnerships (PPPs) are collaborative arrangements between government agencies and private sector entities designed to improve public service delivery. In Lagos State, the government has increasingly relied on PPPs between 2000 and 2020 to upgrade infrastructure, modernize healthcare, and enhance education systems. These partnerships leverage private sector efficiency, technological expertise, and financial resources to overcome public sector limitations (Okonkwo, 2023). Studies have shown that effective PPPs can lead to improved service quality and reduced operational costs, thereby contributing to overall economic development (Adeniyi, 2024). However, challenges such as contractual complexities, misaligned objectives, and regulatory bottlenecks often undermine the success of PPPs (Chukwu, 2025). This study investigates the impact of PPPs on service delivery in Lagos State by analyzing project outcomes, stakeholder perceptions, and service performance indicators. The research aims to identify best practices and recommend policy adjustments to optimize PPP frameworks for improved public service outcomes.
Statement of the Problem
Despite the implementation of various public–private partnerships in Lagos State, the expected improvements in service delivery remain inconsistent. Challenges including poor contract management, lack of transparency, and coordination issues have limited the benefits of PPPs. This gap between intended and actual outcomes raises concerns about the efficiency and sustainability of current PPP models. The study seeks to examine the factors that constrain effective PPP implementation and to assess their overall impact on public service delivery. Addressing these challenges is vital for ensuring that PPPs fulfill their potential to enhance service quality and contribute to sustainable development (Okonkwo, 2023; Adeniyi, 2024).

1. To assess the impact of PPPs on public service delivery in Lagos State.
2. To identify challenges hindering effective PPP implementation.
3. To recommend strategies for improving PPP outcomes.
Research Questions:
1. How do PPPs affect service delivery in Lagos State?
2. What are the main obstacles to effective PPP implementation?
3. What measures can enhance PPP performance?
Research Hypotheses:
1. H1: PPPs significantly improve public service delivery.
2. H2: Implementation challenges negatively affect PPP outcomes.
3. H3: Enhanced coordination improves PPP effectiveness.
